For his second album as Son Lux, New York’s Ryan Lott did a very un-Son Lux thing. He recorded "We Are Rising" in a month -- the shortest month of the year, actually -- while NPR tracked his every move.
This, as opposed to the making of his lauded 2008 debut, "At War With Walls And Mazes", which he slowly built in complete privacy over nearly three years.
Of course, he didn’t plan it this way. He simply awoke one late January morning to find a message from All Songs Considered titled, “You busy?” The annual RPM Challenge, an international open call to create an album in 28 days, had been issued and Lott had been tapped.
How could he say no?

ACLU warns public schools to stop blocking gay Internet sites
The American Civil Liberties Union has sent letters to numerous school districts telling them to cease blocking websites with LGBT content. Some school districts have said that technical problems caused the inadvertent blocking of certain sites. It's important that LGBT students are able to access information at school, especially if they do not enjoy a supportive environment at home, said Joshua Block, an ACLU staff attorney.

U.S. Catholics are more likely to support LGBT rights than the population at large, according to analysis from Public Religion Research Institute. Catholics are also the most supportive of LGBT rights among all Christian denominations, according to this article.

In choosing to publicly support Civil Unions legislation that would extend vital legal protections to gay and lesbian couples in Colorado, we at the Colorado Anti-Violence Program (CAVP) are clear that this is a struggle for legal relationship recognition for some of the communities and people we represent. Passing Civil Unions legislation is an important step towards ensuring gay and lesbian couples have access to the same rights and privileges granted to heterosexual couples, but it should by no means be seen as an end goal for our movements.
In choosing to publicly support Civil Unions legislation that would extend vital legal protections to gay and lesbian couples in Colorado, we at the Colorado Anti-Violence Program (CAVP) are clear that this is a struggle for legal relationship recognition for some of the communities and people we represent. Passing Civil Unions legislation is an important step towards ensuring gay and lesbian couples have access to the same rights and privileges granted to heterosexual couples, but it should by no means be seen as an end goal for our movements.
CAVP stands firm in our commitment to valuing all identities and relationships within our lesbian, gay, bisexual, transgender, and queer (LGBTQ) communities, and in our belief that those of us who have historically been most excluded from decision-making power, and those of us who are most vulnerable to violence need to be at the center of our movements to bring about fundamental social and political change. Our shared vision for justice necessitates building a movement in which none of us are left out and leadership comes from those most impacted by structural injustices including people of color, low-income people, youth, immigrants, transgender people, other gender non-conforming people, queer polyamorous people, people living with HIV/AIDS, people with disabilities... some of the same groups who will not benefit in the same way by the current Civil Unions legislation being considered.
As we fight for the right to legal protections for gay and lesbian couples, we cannot forget that the scope is far too narrow to stop here. "Until those of us who are living in prisons or jails; those with disabilities; those without steady housing, jobs, or healthcare; those without citizenship status are also protected from violence - including the legal violence of exclusion from policies that affect us - none of us should rest easy," said Nicole Hurt, CAVP Board Member and community organizer based in Greeley, Colorado.
We call upon those organizations and individuals speaking up for Civil Unions legislation to also speak up when the most vulnerable groups in our LGBTQ communities are under attack. We call upon solidarity in our struggles to transform the basic conditions of our lives. And we look forward to collectively building upon the passage of Civil Unions legislation to advance our shared vision of full liberation for all LGBTQ people.

This past week the Colorado Senate passed SB 11-172, the Civil Union Act, with a bipartisan vote of 23-12. The legislation now heads to the House Judiciary Committee and will be heard on Thursday on March 31st at 1:30PM.
What is the Civil Union Act?
• Allow any two unmarried individuals to enter into a civil union.
• Protect the right of free exercise of religion by not requiring priests, ministers, rabbis, and other religious officials to certify a civil union.
• Provide to parties in a civil union the legal benefits, protections, and responsibilities that are granted to married spouses, including:
o Responsibility for financial support of a partner
o Responsibility for decisions relating to medical care and treatment
o Responsibility as priority conservator, guardian, or personal representative for a partner
o The ability to inherit real and personal property from a partner
o The ability to protect exempt property from attachment, execution, or garnishment
o The ability to designate a partner as a beneficiary to retirement
o The ability to adopt a child of a partner o The ability to insure a partner
o Hospital visitation o Eligibility for family leave benefits o Survivor benefits under workers compensation laws and local government pensions
• Provide for the dissolution, legal separation, and declaration of invalidity of a civil union.
• Allows the executive director of the department of revenue to appoint a commission to investigate what changes in the law should be made to allow partners to file a joint state tax return (without violating federal tax laws).
• Not create a marriage between partners as the public policy of the state recognizes only the union of one man and one woman as marriage.

Daniel Hernandez Jr., the openly gay intern for Rep. Gabriel Giffords, D-Ariz., who rushed to assist her after a mass shooting in Tucson, was hailed as a hero by President Barack Obama for his quick, selfless response. He will be honored by the Gay & Lesbian Victory Fund at the group's Houston Champagne Brunch on April 17.

Obituary: Art Thompson, former Executive Director of The GLBT Community Center of Colorado
Arthur (Art) Forster Thompson, 65, of San Diego and formerly of Denver, passed away March 20 following a valiant battle against cancer. Art was born to the late Arthur Ray and Nanette Couts Thompson on June 29, 1945, in San Diego.
During his early career he worked for both San Diego County Supervisor Lou Conde, and California State Assemblyman and Senator John Stull, before founding his own consulting firm. Later, he served as the Executive Director at San Diego's Lesbian and Gay Men's Community Center and was recognized for his outstanding contributions to the LGBT Community by the California Legislature, San Diego's Mayor Dick Murphy, San Diego City Council member Toni Atkins and United Way of San Diego Council.
During his early career he worked for both San Diego County Supervisor Lou Conde, and California State Assemblyman and Senator John Stull, before founding his own consulting firm. Later, he served as the Executive Director at San Diego's Lesbian and Gay Men's Community Center and was recognized for his outstanding contributions to the LGBT Community by the California Legislature, San Diego's Mayor Dick Murphy, San Diego City Council member Toni Atkins and United Way of San Diego Council.
Art was the chair of San Diego Mayor Dick Murphy's LGBT Advisory Board and treasurer of AIDS Foundation San Diego before moving to Denver to serve as Executive Director of the Gay, Lesbian, Bisexual and Transgender Community Center of Colorado. Art served as the Executive Director of The Center from 2002 to 2005, during a particularly trying time in The Center's history. Art lead Colorado's LGBT community through some lean years, always ensuring that The Center's doors remained open and continued to provide the greatest number of services possible. Art was also instrumental in stewarding Roy Wood, a donor whose planned gift enabled The Center to take the first steps toward building and owning its permanent home at 1301 East Colfax Ave. in Denver.
Art, a kind and true gentleman, enjoyed the theater, loved to cook and to travel, and spent as much time as he could at the family's ancestral cabin on Palomar Mountain. Art is survived by his domestic partner, Catherine (Kitty) Chisholm. He also leaves behind a sister, Cathee Harris, and a brother, Barnard Thompson, along with his loving extended family including his ex-partner Mark Bjorstrom of New York City.
Following private family services, a Celebration of Art's Life will be held in June 2011. Memorial donations in Art's name may be sent to: The GLBT Community Center of Colorado, 1301 E Colfax, Denver, CO 80218.

Senators Schumer and Gillibrand are New Yorkers for Marriage Equality
Senators Chuck Schumer and Kirstin Gillibrand join the Human Rights Campaign – the nation’s largest lesbian, gay, bisexual and transgender (LGBT) civil rights organization – in two new videos in the “New Yorkers for Marriage Equality” campaign. The videos come as the debate over marriage equality heats up in New York and nationwide. Uganda parliament to debate draconian anti-LGBT bill
A bill that would impose the death penalty for those convicted of "aggravated homosexuality" will be debated in the Uganda parliament, despite earlier reports that the bill was dead. The bill would require friends and family members to report those who are suspected of engaging in homosexual acts, criminalizes LGBT advocacy and allows the government to prosecute Ugandans living abroad who violate the law.
63% of American Catholics Support Same-Gender Civil Marriage
Catholics for Equality, a national organization of Catholics who put their faith into ethical and effective political action on behalf of the LGBT community and their families, applauds an ABC News / Washington Post poll released today showing that 63% of American Catholics believe it should be legal for gay and lesbian couples to marry. This is 10% higher than the national sample and shows a more rapid rate of acceptance by Catholics than most Americans.
In the Poll, conducted by Laver Research Associates, 53% of Americans now support civil marriage for gay and lesbian couples. This is a dramatic increase of 21 points from the same poll's 32% finding in 2004. In both the 2004 and today's polls, American Catholics show a higher rate of support and more rapid rate of acceptance. Today's report that 63% of Catholics support civil marriage marks a 23 point increase from the 2004 poll's 40% finding.
The poll also shows American Catholics consistently support same gender marriage more than other Protestant faith communities and Evangelicals. Evangelicals in the poll showed only 23% supporting, and while non-Evangelical Protestants polled higher than the national average, but their 57% support fell 6 points shy of the 63% of Catholic support.
"The findings of today's poll are heartening, but not surprising," said Catholics for Equality Executive Director Phil Attey. "American Catholics consistently poll higher on progressive social justice issues - including the freedom to marry for all. Our Catholic faith tradition is strongly based on social justice and our duty to take care of those who are unjustly oppressed and marginalized."
"Our families have already dealt with this issue at a personal level and Catholics largely base their moral understanding of the world through their personal relationships, not by the dictates of institutional forces; be they from our church hierarchy in Rome or conservative political groups. We see healthy, happy gay and lesbian families within our families, parishes and communities and we know love and commitment when we see it. On the issue of civil marriage equality, we Catholics support the freedom for gay and lesbian couples to marry. Period."

JUSTICE DEPARTMENT ISSUES LETTER REGARDING ILLEGAL EXCLUSION OF INDIVIDUALS WITH HIV/AIDS FROM OCCUPATIONAL TRAINING AND STATE LICENSING
The Justice Department has issued letters to the attorneys general of all 50 states, as well as U.S. territories to request their assistance in addressing the illegal exclusion of individuals with HIV/AIDS from occupational training and state licensing. Persons with HIV and persons with AIDS are covered by the Americans with Disabilities Act (ADA), which gives federal civil rights protections to persons with disabilities in public accommodations, employment, and state and local government services.
The Justice Department has learned that public and private trade schools for barbering, cosmetology, massage therapy, home health care work and other occupations, as well as state licensing agencies, may be illegally denying individuals with HIV/AIDS admission to trade schools and/or occupational licenses because of their HIV status. However, because HIV cannot be transmitted by casual contact or by the circumstances present in these occupations, HIV-positive status is irrelevant.
In his letter to the attorneys general, Assistant Attorney General for the Civil Rights Division Thomas E. Perez asked that they review their respective jurisdictions’ admission and licensing criteria for trade schools and licensing agencies to identify the existence of any criteria that unlawfully exclude or discriminate against persons with HIV/AIDS, and to take the steps necessary to bring all such programs into compliance with the ADA.
“It is critical that we continue to work to eradicate discriminatory and stigmatizing treatment towards individuals with HIV based on unfounded fears and stereotypes,” Assistant Attorney General Perez said. “The ADA clearly protects individuals with HIV and other disabilities from this kind of exclusion or marginalization.”
The department recently entered into a settlement agreement with Modern Hairstyling Institute Inc., a private cosmetology school in Bayamón, Puerto Rico, for delaying the admission of an HIV-positive individual. That settlement agreement requires the school to remove questions about applicants’ HIV/AIDS status and to promptly enroll the aggrieved individual in its cosmetology program. The department has also addressed related issues in its guidance entitled, “Questions and Answers: The Americans with Disabilities Act and the Rights of Persons with HIV/AIDS to Obtain Occupational Training and State Licensing” (www.ada.gov/qahivaids_license.htm).

Advocate names new Washington Correspondent
The Advocate yesterday named Andrew Harmon its new Washington Correspondent/News Director. Harmon will be based in Washington, D.C., reporting on the White House, Congress, and policy issues important to LGBT Americans.

Can Freedom to Marry get Obama to say 'I Do' to gay marriage
Advocacy group Freedom to Marry has launched a campaign to persuade President Barack Obama to become a vocal supporter of marriage equality.
The "Say I Do" campaign has issued an open letter to Obama signed by Jane Lynch, Ellen DeGeneres, Anne Hathaway, Martin Sheen (good to see somebody in the Sheen family is doing something productive!), Lily Tomlin and David Geffen, and others.
Marriage equality advocates vow to fight on in Maryland
We were all shocked last week when the Maryland House of Delegates voted to halt debate about a pending marriage equality bill and send it back to committee rather than take a final vote on the measure.
House leaders said the procedural move was necessary to prevent a likely negative outcome and keep the drive for marriage equality alive next year.
Some Democrats who opposed the measure said they preferred to pass a civil unions bill that did not refer to "marriage."

DOCA Director, Jan Brennan, and Theatres and Arenas Director, Kent Rice, made a presentation on the rationale for the merger and requested the necessary budget rescission and re-appropriation ordinance to combine the budgets of the respective offices.
A new agency formed by combining DOCA and Theatres and Arenas would offer the following benefits:
· City General Fund savings of $1.2 million per year
· Furthering of several core City goals – Customer Service, Better Place to Live, Live Within Our Means
· Synergy amid distinct DOCA and Theatres and Arenas competencies
· Improved service and effectiveness
The anticipated timeline of the necessary budget rescission and re-appropriation ordinance subsequent to today’s meeting is as follows:
- Tuesday, March 22, 9:30 AM – Ordinance before Mayor/Council
- Monday, March 28, 5:30 PM – First Reading, City Council
- Monday, April 4, 5:30 PM – Second Reading, City Council
- Friday, April 8 – Ordinance Published
Assuming final approval of the merger by City Council on April 8, it is estimated the integration would be complete within a two- to three-month period, including operations and communications functions.

HRC applauds Reintroduction of Safe Schools Improvement Act
The Human Rights Campaign, the nation’s largest lesbian, gay, bisexual and transgender (LGBT) civil rights organization, and the National Education Association, the nation’s largest organization advocating for education professionals, applauded the reintroduction of the Safe Schools Improvement Act (SSIA) in the U.S. Senate by Sen. Robert Casey (D-PA) and Sen. Mark Kirk (R-IL). SSIA would amend the Elementary and Secondary Education Act to require schools and districts receiving federal funds to adopt codes of conduct specifically prohibiting bullying and harassment, including on the basis of sexual orientation and gender identity. The SSIA would also require that states report data on bullying and harassment to the Department of Education. Additionally, the SSIA would require the Department of Education to provide Congress with a report on the state reported data, along with other specified data, every two years.
“The mental and emotional well-being of too many young people has been put at risk because they were bullied or harassed at school,” said HRC President Joe Solmonese. “We place our children in grave danger when we fail to adequately help school administrators and teachers create safe learning environments for all students, including those who are actually or perceived to be lesbian, gay, bisexual or transgender.”
“Every child has a right to a safe place to learn,” said NEA President Dennis Van Roekel. “NEA strongly supports the Safe Schools Improvement Act and ridding schools of bullying and harassment. Our children are America’s greatest resource. And as educators, we want nothing more than to create a climate of civility and respect for all students, including LGBT students, in every public school.”

While current federal law provides important support to promote school safety, it does not comprehensively and expressly focus on issues of bullying or harassment, and in no way addresses the challenges faced by LGBT youth in our nation’s schools.
According to a 2009 School Climate Survey by the Gay, Lesbian and Straight Education Network, 8 out of 10 LGBT youth reported being verbally harassed at school because of their sexual orientation; more than 60 percent of LGBT students said they felt unsafe at school because of their sexual orientation and more than a third of LGBT students felt unsafe because of their gender expression; 40 percent of LGBT students reported being physically harassed in school because of their sexual orientation; and nearly one-third of LGBT students nationwide said they had missed a day of school in the past month because of feeling unsafe. Colorado's Rep. Jared Polis introducesStudent Non-Discrimination Act
The Student Non-Discrimination Act (SNDA) was recently introduced in Congress by Sen. Al Franken, D-Minn., and Rep. Jared Polis, D-Colo (pictured). SNDA would prohibit public elementary and secondary schools from discriminating against any student on the basis of actual or perceived sexual orientation or gender identity. In addition, SNDA would prevent schools from discriminating against students because of the actual or perceived sexual orientation or gender identity of a person with whom that student associates or has associated. This is the second time SNDA has been introduced in Congress. It was first introduced in the 111th Congress by the same lead sponsors.
"Every child deserves an equal education free from discrimination, harassment and bullying. Unfortunately, LGBT students have historically been alienated, harassed, and bullied in their schools, with little or no intervention from school personnel. Far too many of these students have underperformed or dropped out in response to the lack of safety and support,” said Human Rights Campaign President Joe Solmonese. “No student should feel scared when walking into their school and this legislation would require immediate and appropriate action to stop the discrimination that our youth have endured for far too long."
“Education is the right of every student regardless of their real or perceived sexual orientation or gender identity. It becomes more apparent with each case that this is a problem that is not going away. Sometimes even teachers and administrators contribute to the problem,” said Rep. Polis. “The alarming increase in teen suicides has shown us just how far we are from making our children’s schools safe spaces. We must take action to protect the safety of our students and enshrine the values of equality and opportunity in our classrooms. My legislation puts LGBT students on an equal footing with their peers, so they can attend school and get a quality education free from fear.”
“Unchecked bullying of LGBT students is unacceptable,” said Sen. Franken. “The high suicide rate for LGBT youth—as witnessed across the country over the past year—shows that we are falling drastically short in our efforts to protect our kids. I’m committed to passing this legislation to ensure that all of our children know that they’re safe in their schools and have someone to turn to.”
Discrimination against students based on sexual orientation and gender identity contributes to high dropout rates, absenteeism, adverse health consequences and academic underachievement. When left unchecked, such discrimination can lead to, and has led to, dangerous situations for young people. Federal statutory and/or constitutional protections expressly address discrimination on the basis of race, color, national origin, religion, sex and disability, but do not expressly address sexual orientation or gender identity. As a result, students and parents have limited legal recourse to redress for discrimination on the basis of sexual orientation or gender identity.
SNDA is closely modeled after title IX of the Education Amendments of 1972 (20 U.S.C. §§ 1681-1688), which prohibits discrimination on the basis of sex and provides legal recourse to redress such discrimination. While title IX applies to elementary schools, secondary schools and higher education institutions, SNDA exclusively applies to public elementary and secondary schools.

We must take action to protect the safety of our students and enshrine the values of equality and opportunity in our classrooms. My legislation puts LGBT students on an equal footing with their peers, so they can attend school and get a quality education free from fear.”
“Unchecked bullying of LGBT students is unacceptable,” said Sen. Franken. “The high suicide rate for LGBT youth—as witnessed across the country over the past year—shows that we are falling drastically short in our efforts to protect our kids. I’m committed to passing this legislation to ensure that all of our children know that they’re safe in their schools and have someone to turn to.”
Discrimination against students based on sexual orientation and gender identity contributes to high dropout rates, absenteeism, adverse health consequences and academic underachievement. When left unchecked, such discrimination can lead to, and has led to, dangerous situations for young people. Federal statutory and/or constitutional protections expressly address discrimination on the basis of race, color, national origin, religion, sex and disability, but do not expressly address sexual orientation or gender identity. As a result, students and parents have limited legal recourse to redress for discrimination on the basis of sexual orientation or gender identity.
SNDA is closely modeled after title IX of the Education Amendments of 1972 (20 U.S.C. §§ 1681-1688), which prohibits discrimination on the basis of sex and provides legal recourse to redress such discrimination. While title IX applies to elementary schools, secondary schools and higher education institutions, SNDA exclusively applies to public elementary and secondary schools.

Become a Volunteer or Trainer for Colorado Anti-Violence Program
The Colorado Anti-Violence Program is looking for new volunteers to become a valuable part of the organization. There are many ways you can get involved, including becoming a trainer, community outreach and education, fundraising, administrative tasks, event planning or joining Branching Seedz of Resistance, COAVP's emerging youth organizing project (Open to youth ages 13-24).
COAVP continues to re-envision their volunteer training program to better integrate and reflect their organizational values. All trainings will integrate popular education principles, Theater of the Oppressed exercises and interactive discussions giving folks an opportunity to engage and learn in deeper ways.

Legislation Introduced in Senate and House to Extend Equal COBRA Benefits to LGBT Families
The Human Rights Campaign, the nation’s largest lesbian, gay, bisexual and transgender (LGBT) civil rights organization, on Friday praised Senator Barbara Boxer (D-CA) and Representative Anthony Weiner (D-NY) for introducing the Equal Access to COBRA Act of 2011, which would equalize the benefits under the Consolidated Omnibus Budget Reconciliation Act (COBRA), guaranteeing continuation health coverage to any qualified beneficiary under an employer’s health insurance plan, including domestic partners and the children of domestic partners when employers choose to cover them. Currently, COBRA mandates only that employees, their spouses and dependent children can continue their health coverage, usually at their own expense, after certain qualifying events, most commonly when the employee leaves or loses his or her job. This bill would ensure that other beneficiaries would have the equal ability to obtain continuation coverage, as well as the subsidies Congress has recently enacted to assist families with the cost of utilizing COBRA benefits.
“In these troubled economic times, social safety-net benefits like COBRA continuation coverage are even more important to American families,” said Human Rights Campaign Joe Solmonese. “Hundreds of employers, including more than half of the Fortune 500, already extend health benefits to the domestic partners of their employees as a matter of fairness as well as good business practice. LGBT people should have the equal ability to maintain those critical benefits for their families during difficult times. We applaud Senator Boxer and Representative Weiner for their leadership in seeking these important protections for our community.”

Connexion.org, the Colorado-based gay and lesbian social networking site, announced that their iPhone app has been downloaded more than 2,000 times in the first 36 hours since it was officially launched.
The app for the iPhone, iPod Touch, and iPad combines full profiles with multiple photos, location based online status, and Tap That functionality to exchange profile information with a tap of two devices. When you meet someone, just tap iPhones and you will be taken directly to each other’s profiles.
