Wyoming's
sole openly gay lawmaker, Democratic Rep. Cathy Connolly, this year
guided a bill to create domestic partnerships to an unprecedented vote
in the state House. The measure failed, losing by 11 votes, but supporters nevertheless noted the progress.
After the vote a colleague
approached Connolly to explain his "no" vote wasn't personal. "I had to
say, 'Yes it is,' " Connolly said.
