Did you know that here in Colorado it was illegal to catch rainwater? That's because the rain belongs to developers and agencies who own the water rights. Anyway, a recent study convinced lawmakers that homeowners collecting rainwater to water their gardens or wash their cars wouldn't rob the owners of those water rights of their property.
