Nation's capital to begin issuing marriage licenses

Gay and lesbian couples in Washington, D.C. - barring action on a last-minute appeal to the U.S. Supreme Court by marriage-rights opponents - on Wednesday will be able to submit applications for marriage licenses. Couples hoping to wed in a civil ceremony will need to wait at least 10 business days after filing their applications, while those looking for marriage licenses will be able to pick them up three days after filing their applications.
