State Dept. birth forms continue to ask for mother's, father's names

The U.S. State Department will not eliminate the use of "mother" and "father" in statistics for children born to expatriates, but will require the names of the baby's "mother or parent 1" and "father or parent 2." 

The Consular Report of Birth Abroad form was to have been amended to omit the gender of the parents, a move that pleased LGBT groups, but U.S. Secretary of State Hillary Rodham Clinton reportedly asked for a more "inclusive" version of the form because of concerns that Republican lawmakers would use the changes as part of their push for budget cuts.
