British Parliament set to debate marriage rights bill

British Parliament is scheduled to debate a marriage equality bill on Feb. 5. A proposed provision aims to ensure that no religious institutions will be forced to marry same-sex couples. 

The so-called "quadruple lock" forbids the official Church of England from marrying gays and lesbians unless a specific opt-in procedure is sought.
