EPA Announces $38 Million WIFIA Loan to Modernize Water Infrastructure in Englewood, Colorado

Today, the U.S. Environmental Protection Agency (EPA) announced a second Water Infrastructure Finance and Innovation Act (WIFIA) loan to the City of Englewood, Colorado, for $38 million to support the City’s drinking water initiative, the One Water Modernization Program. With EPA’s WIFIA loan, Englewood will protect its drinking water system from the impacts of extreme weather events and reduce exposure to lead while promoting regulatory compliance.

“Drinking water utilities across the country, but most certainly in the west, are facing compounding issues – aging infrastructure, emerging contaminants, climate impacts, and severe drought,” said EPA Office of Water Assistant Administrator Radhika Fox. “I’m thrilled that Englewood will be using their second WIFIA loan to increase resiliency and provide cleaner, safer water, all while saving their residents money and creating good-paying jobs. These are the exact types of projects that EPA will be funding through the Bipartisan Infrastructure Law in communities across the country.”

“I applaud the City of Englewood for investing in clean water infrastructure to protect residents and save the city money,” said Senator Michael Bennet. “This will help Englewood cover the cost of efforts to safeguard water infrastructure and reduce the community’s exposure to lead in drinking water.”

“Everyone should have access to clean drinking water,” said Rep. Diana DeGette (CO-1). “With this additional funding, we’ll be able to further protect Englewood’s drinking water system from the threat of extreme weather events and help ensure everyone in our community has access to the safe, clean water they need, when they need it.”

“Colorado Front Range communities must prioritize resiliency as we continue to grow and as climate change brings about and intensifies extreme weather,” said EPA Regional Administrator KC Becker. “By taking advantage of EPA’s WIFIA loan program, the City of Englewood is leading the pack, prioritizing clean water access while creating good-paying jobs.”

Englewood, Colorado, is located in a water-constrained and rapidly changing region. As a result, the city is pursuing a comprehensive water infrastructure modernization plan called One Water Modernization Program. With this loan, Englewood will modernize its drinking water treatment and distribution systems to be more resilient during floods, blizzards, and other extreme weather events. The city will also replace thousands of lead service lines, improve drinking water taste and odor, and increase water supply by 290 acre-feet of water per year. Additionally, homeowners will be converted from flat rate, non-metered water services to a metered system to save customers money and promote water conservation.

“The EPA’s $38 million WIFIA loan will be critical to modernizing our water treatment plant, addressing lead service lines, and making our water system safer and more resilient,” said Englewood Mayor Othoniel Sierra. “We feel very fortunate to access this level of funding with much lower borrowing costs. It allows the City to make these critical improvements while keeping rates affordable for our customers.”

Englewood will save approximately $15.7 million by financing with a WIFIA loan. Construction and operation are estimated to create approximately 565 jobs.

Sections of AIDS Memorial Quilt To Hang From City Hall Monday, June 6 in Advance of Historic display In Golden Gate Park

Sections of the AIDS Memorial Quilt will hang from the Mayor’s Balcony at San Francisco City Hall on Monday, June 6, 2022, a symbolic display approved by Mayor London N. Breed, to invite the public to see a free, historic display of the Quilt – the largest ever in San Francisco – in Golden Gate Park on June 11 & 12, 2022 from 10 am – 5 pm each day.

This year the Quilt marks 35 years since the first panels were stitched together during the darkest days of the pandemic. It was a group of San Franciscans, led by Cleve Jones, Mike Smith and Gert McMullin, who gathered with friends to begin making quilt panels to remember loved ones who were dying of AIDS. This act of love and protest started a movement for action against the stigma so many faced at such a painful time in our country.

Today, the Quilt remains a powerful symbol of hope, love and activism that is a powerful teaching tool for health and social justice, with sections of its 50,000 panels traveling to hundreds of communities each year to raise awareness about the issues of health and social justice.

OUT Now: A Sexplanation

Poignant, multi-award winning documentary, A Sexplanation, is available now on digital download.

A Sexplanation
is just your typical queer, Asian American, comedic sex education documentary about the universal search for love, connection, and family acceptance.

To right the wrongs of his all-American sex education, 36-year-old health reporter
Alex Liu goes on a quest to uncover naked truths and hard facts—no matter how awkward it gets.

From neuroscience labs to church pews, A Sexplanation features provocative conversations with psychologists, sex researchers—and even a Jesuit priest. With humor and grit, Alex takes audiences on a playful, heartfelt journey from a shame-filled past to a happier, healthier, sexier future.

Like many Americans in the 90s, the adults in Alex’s life taught him that abstinence made him good. These tactics worked to suppress his sexuality—all the more because he was gay. But ultimately, years of repression disconnected him from his body, his desires, and his family.

Now in his 30s, Alex still hasn’t outgrown these hang-ups. The fear-mongering from school, media, and religion continues to permeate throughout his life—in both big ways and small.

Fed up, Alex decides it’s time to turn years of fear and loathing into something positive and humorous. A Sexplanation follows his pursuit of shame-free pleasure and call for comprehensive sex education. Along the way, he’s surprised to discover it’s never too late to have “The Talk”—even with his parents.

Human Rights Campaign and SHOWTIME Launch Third Year of QUEER TO STAY LGBTQ+ Small Business Initiative

Today, the Human Rights Campaign (HRC), the nation’s largest lesbian, gay, bisexual, transgender and queer (LGBTQ+) civil rights organization, and SHOWTIME announced the third consecutive year of “QUEER TO STAY: An LGBTQ+ Business Preservation Initiative” (QTS) that aims to uplift and preserve small businesses that serve the LGBTQ+ community; particularly businesses that are owned by or empower LGBTQ+ people of color, women and the transgender community. This year, the initiative is expanding its pool of funding to $250,000 to be distributed among at least 25 small businesses.

In 2020, during the height of the pandemic, the inaugural “QUEER TO STAY” initiative awarded funds to ten LGBTQ+ businesses across the country; last year, with continued challenges faced by small businesses, the program doubled its capacity to support 20 LGBTQ+  businesses. Due to the ongoing success of Queer to Stay, the program is again adding to the number of awardees.

“It is absolutely remarkable that we are about to kick-off our third year of the ‘QUEER TO STAY’ initiative—what an incredible opportunity to support LGBTQ+ businesses and recognize their impact in communities across the country,” said Joni Madison, Human Rights Campaign Interim President. “Creating and cultivating spaces for the LGBTQ+ community requires all of us and this continued partnership with SHOWTIME is a three-time example of a company putting the rubber to the road to uplift the LGBTQ+ community during these challenging times.”

“We’re thrilled to launch our largest Pride campaign ever, nearly tripling the number of businesses to receive grants since the beginning of QUEER TO STAY” said Michael Engleman, Chief Marketing Officer, Showtime Networks Inc. “We started the program to address a need created by the pandemic, but the need for safe spaces persists and so will we. This year, as in-person gatherings return to normal, we’ll go to communities directly to increase visibility for the QTS grants.”

The businesses will be selected based on the communities they serve and how COVID-19 has affected them: “Queer to Stay” is accepting applications now until August 31, 2022. Eligible businesses can apply at queertostay.org. Recipients will be notified and announced later this year. Additionally, three Queer to Stay awardees were featured in a video, released today, that highlights how the funding helped their business stay afloat—watch here.

In the years since the start of the COVID-19 pandemic, LGBTQ+ businesses have faced severe financial challenges, and many are at risk of permanently closing. In 2021, the HRC Foundation issued a report,COVID-19 and the LGBTQ Community: Vaccinations and the Economic Toll of the Pandemic, which highlights data showing that LGBTQ+ adults and LGBTQ+ adults of color were facing the highest rates of unemployment since HRC and PSB began tracking community unemployment at the start of the pandemic. Additionally, LGBTQ+ adults, bisexual adults, LGBTQ+ adults of color and transgender adults were more likely than the general population to have recently had their work hours reduced due to the pandemic.

Florida Health Officials Again Advance Plans to Attack Transgender Floridians, Reject Consensus of Medical Professionals

Following up on a thoroughly discredited preliminary report in April, Florida’s Agency for Health Care Administration (AHCA) on Thursday released an expanded report that repeats many of the same fallacies in the name of rejecting the medical consensus on gender affirming care. In response, the Human Rights Campaign (HRC) — the nation’s largest lesbian, gay, bisexual, transgender and queer (LGBTQ+) civil rights organization — condemned the move as a transparent ploy to create controversy, ignore medical best practices, and refuse to provide age-appropriate, medically-necessary care to some Floridians for purely partisian, discriminatory reasons.

In the new report, the AHCA indicates that it intends to move forward with a rulemaking process that would result in denying Medicaid coverage for gender-affirming treatments in Florida. If this were to go through, approximately 9,000 transgender Floridians insured with Medicaid could be impacted.

“In a year when Florida officials have already unleashed repeated, mean-spirited attacks on the LGBTQ+ community, this latest move by the DeSantis administration to deny best practice, age-appropriate, medically-necessary health care to transgender people is simply one more purely partisan attack on LGBTQ Floridians— timed to coincide with the start of Pride Month,” said Cathryn Oakley, the Human Rights Campaign’s State Legislative Director and Senior Counsel. “Gender-affirming care is lifesaving – that, unlike the material in this report, is a fact - and this medical care is neither experimental, nor new. It is supported by the overwhelming majority of medical associations, representing more than 1.3 million doctors in the United States. This controversy is entirely contrived for partisan political purposes, but will cause very real harm to the thousands of folks impacted.

“This, in addition to  the ‘Don’t Say Gay or Trans’ law and the ‘Stop WOKE Act,’ prove that Ron DeSantis and his administration care only about using LGBTQ+ people in an attempt to rile up their base and tell people in Florida how to live their lives. This is wrong, this is destructive, and it is discrimination plain and simple. The Human Rights Campaign will do everything in its power to oppose all of these actions.”

After the preliminary report was published in April, HRC responded with a corrected version that debunked the lies and misinterpretations that abounded in the two-page document. HRC’s response noted that the preliminary report drew inaccurate conclusions from cited research, used obsolete terminology, took data out of context and cherry-picked misleading data. To learn more about gender affirming care, see HRC’s fact sheet and video.

The moves by the AHCA follow the signings by Gov. Ron DeSantis earlier this spring of the “Don’t Say Gay or Trans” bill and the “Stop WOKE Act.”

The “Don’t Say Gay or Trans” bill seeks to silence teachers from talking about LGBTQ+ issues or people, further stigmatizing and isolating LGBTQ+ kids and also undermining existing protections for LGBTQ+ students. The legislation — which has triggered major backlash from educators and students across Florida and the country — prevents teachers from providing a safe, inclusive classroom for all students.

The “Stop WOKE Act” limits protected speech in workplaces and classrooms by censoring honest dialogue about systemic racism, gender, and race discrimination. The legislation also changes Florida’s employment discrimination statutes to give employees the ability to file discrimination claims against an employer engaging in trainings or discussions about Black history, LGBTQ+ issues, and other concepts of injustice and discrimination.
